Course Description
The Results-Based Management Foundations program is a suite of two courses – RBM Principles and Basics and RBM Functions and Tools – that together are designed to provide participants with the fundamental knowledge, skills, methods, and templates commonly used to manage performance in the public sector. While the focus of the course is principally on the Government of Canada, the program also covers a range of examples drawn from provincial and international’s experiences. At the end of the course, participants will understand the basic principles of RBM and they will also be able to use effectively and efficiently the notions associated with RBM and performance management in a public sector and non-profit environment. A particular aspect of the course concerns the integration of the different performance management functions into results-based management (planning, risk assessment, monitoring, reporting, auditing, evaluations, etc.).
This training is spread over two modules taught in the form of distance learning. The course material includes live presentations by qualified trainers, video presentations by experts and practitioners in the field, group exercises, and additional readings. Each module requires six hours of synchronous distance learning (for a total commitment of 12 hours). Each module can also be taken individually. Participants who will complete the two modules will receive a participation certificate.
Who Should Register?
This course will be useful for public sector or non-profit organization employees and professionals serving them seeking fundamental information on how to build and use results-based management frameworks. This course targets most especially managers and professionals in public sector management, especially those dealing with planning, risk assessment, performance measurement, monitoring, evaluation, audit, and implementation of the policy on results and results management more generally.
Module 1: RBM Principles and Basics
This course directly addresses the following questions related to the general principles of Results-Based Management: How do you construct a Performance measurement framework and strategy? What are the key components? How do they apply to public programs? How do you apply a PM Framework in various public sector contexts? This course will answer these questions by covering Results-Based Management (RBM) and Performance Measurement Strategy (PM Strategy) fundamentals directly from current world and Canadian Government guidance.

Module 2: RBM Functions and Tools
This course introduces participants to an integrated approach to Results-Based Management by addressing the following questions: What are the linkages between the various functions and tools to plan, measure, monitor and manage public sector results? What are the linkages between planning, risk assessment, performance measurement, monitoring, evaluation, and audit? How do you integrate these different performance management functions in a comprehensive framework? This course also tackles emerging trends such as GBA+, post-covid management, organizational culture, and other important topics. Participation in this course requires the completion Module 1: RBM Principles and Basics or for participants who have significant pre-existing knowledge of results-based management (This includes previously completing RBM 101 from PPX in past years.).

The sessions will be conducted online using Zoom. Support materials will be provided in advance and after sessions. Time and space for interactive work will be included.
