Participants will learn what constitutes qualitative research, gain a better understanding of the merits of qualitative research approaches, identify when and how to use these methods, and how qualitative data can be a useful source of information for programs. A major challenge for policymakers and public program managers is how to accurately assess the impact of their initiatives. Traditional evaluations can be biased by a variety of factors, making it difficult to distinguish between the actual effects of programs and external influences. Counterfactual methods address this problem by providing robust causal estimates, allowing the observed results to be compared with those that could have been obtained without the intervention.This course explores techniques such as the instrumental variable method, propensity score matching and difference in differences, which are essential for isolating the actual effects of programs. These methods make it possible to control for selection biases and confounding factors, ensuring more accurate and reliable evaluations.
