Learning Objectives:

  • Understand the methodological implications of the main modes of data collection in evaluations of public programs, and select the most appropriate method based on context, constraints, and information needs.
  • Identify and apply sampling plans adapted to public interventions, taking into account the issues of representativeness, costs, feasibility and the characteristics of the target populations.
  • Explain and use direct and iterative weighting techniques, as well as bootstrapping, to improve the robustness and validity of the results generated in evaluations.
  • To use bivariate analysis techniques to explore the relationships between relevant variables and to identify findings useful for public decision-making.
  • Construct and interpret organizational indices, such as satisfaction or performance indices, commonly used in the evaluation of public services.
