Titre : Applying Theory of Change and Performance Measurement Frameworks to Evaluate Impact: Using a healthcare example from the Canadian Medical Association

Résumé : The Canadian Medical Association (CMA), Measurement & Evaluation team have developed Theory of Change (ToC) and Performance Measurement Frameworks (PMF) for priority strategic initiatives across the Enterprise. 

This work follows the Global Affairs Canada (GAC) Results-Based Management (RBM) approach. This rigorous approach for incorporating measurement and evaluation ensures that the progress and impact of CMA work is accurately being captured.

 It allows for identifying what’s working well and what may need to be adjusted to continuously improve offerings. It also leads to data-driven evidence-based decision making to ensure we are achieving our goals and are meeting the needs of Canadian physicians and medical learners. 

Finally, data is used to demonstrate the meaningful impact of CMA’s work to members, partner organizations, and the public. 

This presentation aligns with the sub-theme “Doing the basics well” whereby we will demonstrate how to define the core elements of a ToC including activities, outputs, outcomes, and impact using a specific healthcare example.

 We will then describe how to use information from the ToC to develop a PMF which includes indicators, baselines, targets, methodology, frequency of data collection, and more. Participants will apply their knowledge by developing their own ToC and PMF in breakout groups.

Expertise : Co-presenters have extensive expertise in measurement and evaluation, as is evidenced by their academic backgrounds, work experience, peer reviewed publications and presentations at national and international conferences. 

They work at the Canadian Medical Association on the Enterprise Measurement & Evaluation team where they create Theories of Change and Performance Measurement Frameworks for seven separate priority strategic initiatives across the Enterprise. 

This workshop was recently delivered to a group of physicians at the International Conference on Physician Health and was very well received.

Niveau : Beginner

Prérequis: None required

Objectifs : 

1) Review the core elements of a Theory of Change (ToC) and a Performance Measurement Framework (PMF). 

2) Apply learnings by developing a ToC and PMF in breakouts, using a healthcare example. 

3) Discuss how a ToC and PMF can be used to make evidence-based decisions on strategic direction. 4) Identify limitations of GAC's RBM approach and how the CMA has mitigated them, using an Indigenous Health initiative as an example.

Stratégies : This workshop will involve 35% content and 65% participatory group work. Elements of a ToC will be presented (25 minutes). Participants will break out into groups and apply their knowledge by developing their own ToC (30 minutes).

 Group breakout discussions will be guided by the co-authors. [20-minute BREAK]. Elements of a PMF, including quantitative and qualitative data collection methods, will be presented (25 minutes). 

Participants will break into the same groups and develop a PMF (30 minutes). [20-minute BREAK]. Groups will report back and share challenges they experienced and how they may apply knowledge gained in their workplaces (30 minutes).
