In the current issue of Canadian Government Executive Magazine (Vol. 23, Issue 3, March/April, 2017), Sarah Schulman, Daniela Kraemer, Jonas Piet and Natalie Napier have contributed an article, under program evaluation, entitled Grounded: Gathering Robust Intelligence for the Digital Age of Policy Making. In an era of on-going social issues in Canada such as Syrian refugee settlement or aging homeless populations, the authors ask what information will governments have available in real-time to make evidence-based decisions? They propose “Grounded” as a prototype feedback data service that connects policy makers and organizational leaders with the people using and experiencing services. As an innovative approach, they advocate that “Grounded” can prompt real change by bringing qualitative data into the social policy tool kit.
