In February 2015, the CES awarded an Intermediate Professional Learning – Stage One contract for the design of a plan of seven new intermediate-level courses to supplement the existing trio of National courses. An abriged version of the Stage One report is available online (in English only).

The overarching goal of this contract is to ensure the production of seven new, well-designed courses (four by April 30, 2016 and three more by March&bsp;31, 2017) based on the content guidelines included in the Phase One consultant's report using a combination of face-to-face instruction and a consistent online learning platform.
