The results of this competition may be used to staff similar term or indeterminate positions within the Evaluation Division over the next twelve months, following the results of the competition.

Although the position to be staffed is an SSHRC position, please note that the Evaluation Division is a joint division which serves both Natural Sciences and Engineering Research Council (NSERC) and Social Sciences and Humanities Research Council (SSHRC).

Please note that the candidate is responsible for his/her traveling expenses incurred to attend exams and interviews as well as any relocation fees. The employer will not accept any expense claims.

Job Summary
Leadership of full scale evaluation studies of large programs or of the more complex and intricate program evaluation studies and projects related to SSHRC, NSERC or interagency programs. Leadership of the working groups formed to oversee evaluations.
Statement of Qualifications

Education
Graduation from a recognized university, with a Bachelor’s degree; a Master’s degree would be an asset
Specialization in public administration, economics, sociology, statistics, evaluation, or social research methods would be an asset

Experience
Significant* experience in planning, conducting and managing evaluations consistent with the Federal Government’s policies related to evaluation
Significant* experience in the use of specialized evaluation techniques, both qualitative and quantitative
Significant* experience in analyzing data, synthesizing evaluation findings and presenting them to clients

*Significant is equivalent to three (3) or more years of experience.

Knowledge
Knowledge of program evaluation practice, including federal government performance measurement and evaluation policies/standards
Knowledge of specialized evaluation methodologies and approaches
Knowledge of methods of statistical analysis
Knowledge of the university research environment, the research process and the process of transfer of research results to the user sectors would be an asset.

Abilities
Ability to develop evaluation frameworks and to conduct evaluation studies using both
qualitative and quantitative methods
Ability to supervise students, temporary staff or contract personnel, as well as consultants
Ability to synthesize evaluation findings and to brief (both orally and in writing) management on findings and recommendations
Ability to interact with sensitivity and persuasiveness with program managers, partners, and other stakeholders
Ability to manage a workload and meet deadlines
Ability to use statistical analysis and presentation software
